Requirements for the operation of driving schools and driver training centers
Theoretical teaching of students
In the present situation, conducting collective theoretical preparation classes is not recommended (at least while the government-imposed measures last). Only individual lessons with a maximum of 5 participants are appropriate. During these theoretical lessons, it is necessary to ensure sufficiently ventilated premises, where the participants will have a distance of at least 2 meters between each other, e.g. each at their own desk (ideally next to or behind each other, not facing each other – e.g. in a circle).
Before entering the classroom, it is appropriate to ensure the availability of hand disinfectant for both the students and the teacher. All those present should attend lessons wearing protective respiratory equipment (a mask, even fabric, or a scarf, etc.). Only persons who do not have symptoms of acute respiratory infection may attend lessons (theoretical and practical).
At the end of each multi-hour lesson, it is recommended, upon prior ventilation, to thoroughly clean and disinfect the tables/desks, seat backs, handles, switches, used mouses, etc. If writing utensils are required, it is appropriate for each participant to use their own.
Teaching practical maintenance
It is recommended to organise the number of participants at these two-hour lessons so that there are 2 participants + teacher or to organise (extend) driving lessons so that they can include practical maintenance for each student individually, either before or after driving. Practical maintenance is always conducted using protective respiratory equipment both by the teacher and the students, and all the participants must disinfect their hands beforehand.
First aid training
Both practical and theoretical training should take place under the same conditions as theoretical lessons (see above), with a limited number of students (max. 5 students), disinfection of the used equipment before and after training, and eliminating mouth-to-mouth resuscitation training.
Practical training – driving
This should be conducted strictly with the participation of the student and teacher (without other accompanying persons). Before starting the driving lesson, both the student and the teacher disinfect their hands (or use gloves if disinfecting the hands is not beneficial). Both the student and teacher must wear protective respiratory equipment throughout the lesson.
After the driving lesson, the student at the teacher’s request or the teacher will disinfect the surfaces which the student touched most (steering wheel, gear stick, door handles, rear-view mirror, other controlling elements, etc.). Alcohol-based disinfectant products or other products are suitable depending on the disinfected surface.
The classrooms of a municipality with extended authority (ORP) are reserved for the written/theoretical part of the examination. It is recommended to use at most half of the capacity of these classrooms (max. 5 students) during these examinations in order to ensure the required distances. Before entering the room, all participants must disinfect their hands and must wear protective respiratory equipment throughout the examination. It is suitable to adjust the organisation of examinations so that the capacity of the performed examinations on one date is reduced to at most half, including the admission of students to the ORP commissioner who inspects all the documents. The students approach the commissioner one by one upon explicit invitation, wearing protective respiratory equipment. Before and after handing over the documents, the ORP commissioner will disinfect his/her hands (preferred) or use disposable gloves, which will be replaced at regular intervals. Students are notified beforehand to bring their own writing utensils to the examination. The examinations (tests) are conducted for about 30 minutes on a designated PC. After taking the test, students are invited by the commission to take the practical driving test. The waiting areas reserved for students should have ventilation and be sufficiently large for the given number of students at the given time. Outdoor areas may be used. Before the next group of pupils proceeds to take the examination, it is necessary to ventilate the room thoroughly and disinfect at least the mouses and tables, and the seat backs if necessary. The instruction of the students before the driving test, conducted by the ORP commissioner, will be performed individually with each student immediately before the driving test, not collectively. Time at the end of the test in the designated room may also be used for this purpose. The commissioner will disinfect his/her hands before checking the ID cards before the driving test. The driving tests are conducted under the same conditions as the driving lessons, with the difference that the commissioner is also present in the vehicle, meaning there are only 3 people present. If a translator is required, they too shall disinfect their hands before the driving test and wear protective respiratory equipment during the driving test.
In the given situation, regular driver training should be conducted at only half the capacity of the classrooms to ensure sufficient distances between the drivers. The drivers and instructor will disinfect their hands before entering the classroom and conduct the lessons wearing protective respiratory equipment. At the end of every lesson (meaning after 45 minutes), it is appropriate to interrupt the training and thoroughly ventilate the room. At the end of each multi-hour training, it is recommended, upon prior ventilation, to thoroughly clean and disinfect the tables, desks, seat backs, handles, switches, used mouses. If writing utensils are required, it is appropriate for each participant to use their own.
Traffic psychology examination
It is recommended to reduce the capacity of the collective training/tests to half. Each driver should have their own PC at which they perform the tests. They should be instructed to bring their own writing utensils. The collective part of the examination is conducted after first disinfecting the hands and with protective respiratory equipment in ventilated rooms. At the end of this collective part and upon prior ventilation, the tables, desks, seat backs, handles, switches, used mouses, etc. will be thoroughly cleaned and disinfected. The drivers attend the examination by a psychologist one by one after first disinfecting their hands. The examination by the psychologist is conducted with both parties wearing protective respiratory equipment. Waiting for the examination by the psychologist should be arranged in ventilated rooms or outdoors.
Driver training centers
Operation is permitted from 27 April 2020 under the following conditions:
- the course participants are obliged to wear protective equipment to prevent the spread of droplets,
- a maximum of 5 people may gather at once in outdoor premises, with thorough control of maintaining a distance of two meters,
- the related indoor areas cannot be used (i.e. changing rooms, washrooms, showers, etc.),
- disinfection of radio stations before and after the course,
- disinfectants at the entrance to and exit from the toilets (organised one by one); the toilets will be completely disinfected at regular intervals,
- freely available hand disinfectant for training participants and employees.
